FDOT releases its Complete Streets Implementation Plan

On Dec. 7th, FDOT released its Complete Streets Implementation Plan, following its adoption of a Complete Streets Policy in Sept. 2014(See related blog post:  FDOT's 12/9/15 press release: "Bike/Ped Safety Advocates Applaud FDOT's Complete Streets Plan")
 
 It's exciting to see such a bold, comprehensive and detailed plan for integrating a Complete Streets approach into FDOT's practices. These policy and guidance changes will provide additional tools for state and local agencies to change the way roads are designed so that they're safer for all users. Making Florida safer for pedestrians and bicyclists also promotes quality of life, and economic development in Florida and our local communities.

The 5 key guiding elements of their implementation framework are ingredients that all communities with complete streets policies should undertake:

1.  revising guidance, standards, manuals, policies, and other documents;
2.  updating decision-making processes;
3.  modifying approaches for measuring performance;
4.  managing internal and external communications and collaboration during implementation; and
5.  providing ongoing education and training.

Of particular interest for local agencies is that one of the documents that will be updated to incorporate a complete streets approach is the Florida Green Book.  See p. A-7- A-13 for the detailed recommendations in each Green Book chapter.

This is an ambitious plan to be completed over the next two years, with assigned timeframes for each element (see Table VI, p. 28).  

Kudos to the FDOT team, led by Billy Hattaway (and assisted by Smart Growth America), for developing this exciting Plan and for committing to its implementation over the next two years. 
BikeWalkLee is looking forward to the transportation paradigm shift that this Plan, when implemented, will bring to both the state and local levels.
